Children's Services offers a variety of child development programs in Colusa County:


  • Early Head Start
  • Head Start
  • Pre-Kindergarten & Family Literacy
  • State Preschool
  • Home Based
  • Full Day/Year Round Infant, Toddler & Preschool Centers

Early Head Start/Head Start/Pre-Kindergarten & Family Literacy/State Preschool

The Early Head Start, Head Start, Pre-Kindergarten & Family Literacy and State Preschool Programs:

  • Provides services to families to help promote their personal growth and growth within their community
  • Early childhood education services to all children, including those with special needs
  • Environment that promotes cognitive, social, emotional, and gross motor learning and exploration for children

Home Based

The Home Based Program:

  • Provides all Early Head Start program services in the family home setting to children ages birth to three years
  • Group socializations are provided monthly for parental growth and education
  • Services for Pregnant Women                   



Full Day/Year Round Infant, Toddler & Preschool Centers

The Full Day/Year Round Infant, Toddler & Preschool Centers:


  • Child Care Center programs are available in Arbuckle, Colusa, and William
  • Serve children 6 weeks to 5 years of age
  • Offer a warm, nuturing environment that provides developmentally appropriate activities to meet the individual needs of each child
  • Nutritious meals and snacks are provided

Program  Eligibility                       

Children's Services has programs that serve the children of parents who are working, looking for work or who are in training.  Subsidized child care is available to families who meet the State's income and eligibility requirements of the California Department of Education Child Development Division or the Federal Head Start/Early Head Start program.

In addition migrant child care eligibility prioritizes:

  • Children who have migrated within one year
  • Children who have migrated in the past five years
  • Children whose parents receive half of their income from agricultural related work
